What Is the Difference Between Law and Policy?

Law: Legal rules passed by the government, which everyone must follow. Examples include the Employment Rights Act 1996 and the Equality Act 2010.

Policy: A document created by an organisation to explain how it follows the law. It gives clear steps and guidance for staff.

For example, the Health and Safety at Work Act 1974 is a law. But your organisation’s Health and Safety Policy explains how that law is followed every day in your workplace (Lewis and Sargeant, 2019).

How Do Policies Help Us Follow the Law?

Policies help employers apply these laws fairly and consistently (Bennett, Saundry and Prior, 2024).

  • Ask questions: If something isn’t clear, check with HR or your manager.

  • Follow procedures: Use the steps in the policy when handling issues.

  • Keep up to date: Policies may change as laws change.

Understanding the law-policy link doesn’t mean becoming a legal expert. It simply means knowing how legal rules are turned into useful guidance at work.
